SWE is organized into a regional structure. The Phoenix Section is a member of Region B (the Sonora Region) which includes: Arizona, New Mexico, Utah, Southern Nevada and Southern California. In Region B there are nine professional member sections, professional Members at Large (MALs – for SWE members who do no live near a city that has a member section) and thirty-one student sections.
Each professional section in the region has at least one Section Representative (one representative for each one hundred section members). In addition, each region has one representative for the MALs and one representative for the students. These representatives meet face to face three times each year to discuss Region related business.
The Region B representatives, plus similar representatives from the other nine SWE regions, are members of the Council of Representatives (COR). The COR is the deliberative body of SWE, responsible for many important functions including charting the strategic direction and long range goals of the Society, approving bylaw changes, setting member dues and conducting essential dialogue on issues effecting the Society, its members, women in engineering and the engineering profession (Mega Issues).

Two important Mega Issues were be brought before the COR at the 2004 National Conference for deliberation and dialogue. All SWE members and interested parties are invited to comment on these issues. Comments can be sent to either of the Phoenix Section Representatives. In addition, SWE members and interested parties are encouraged to submit possible Mega Issue topics for this year.
